PROFESSIONAL EXPERIENCE

Mr. Coleman is Chief Operating Officer for SM in establishing and monitoring operational business operations. He has worked in regulatory compliance within the health care industry for over ten years, performing in-depth consulting and management of projects related to compliance with health care industry rules, standards, and regulations.  He has provided advisory services to various types of health care organizations, including hospitals, health care systems, health plans and managed care organizations, pharmaceutical companies, disease management companies, and others.  He routinely manages and oversees projects that include risk assessment and remediation, regulatory compliance audits and evaluations, development of internal controls, and in-depth analysis and issue resolution.  


Mr. Coleman is a recognized expert on compliance with the privacy and security requirements under the Health Insurance Portability and Accountability Act (HIPAA) of 1996, including acting as an expert witness related to such requirements. Additionally, he authored a book as well as numerous articles related to the HIPAA privacy and security standards.  He was also lead consultant in the planning, deployment and implementation of a compliance assessment tool with the U.S. Department of Defense TRICARE Management Activity, and was responsible for development of protocols for assessing HIPAA compliance and training privacy and security officers worldwide.  


Mr. Coleman led the development and deployment of a number of compliance focused protocols, tools, and training programs for purposes such as compliance self-assessment, auditing, benchmarking, risk assessment and management.


PREVIOUS WORK
Prior to joining Strategic Management, Mr. Coleman worked in the administration at a skilled nursing facility (SNF), where he analyzed the implementation of the Medicare prospective payment system (PPS), including cost analyses of SNF care, financial impact analyses of SNF PPS, and institutional needs assessments for PPS compliance preparation. 


He also worked for a pharmaceutical distribution company and advised the company’s senior management on federal regulations regarding the receipt, processing, storage, and destruction of pharmaceutical substances as required under hazardous materials/waste guidelines.  This work involved establishing standard operating protocols for the organization and training for affected employees.
