Mr. Butler retired from active service as President of Strategic Management (SM) in July 2009 to become a Member of Strategic Management’s Board. In that capacity he continues to provide a broad range of advisory services on behalf of the Firm. 

PREVIOUS WORK
Prior to coming to SM, Mr. Butler served as Deputy Associate Administrator for Operations and Resource Management at CMS. In that capacity, he was the agency chief of operations, as well as principal advisor to the Administrator. He was charged with managing seventy-five percent of the agency staff that included program operations, data center management, data systems development, and human resource management. He provided leadership, executive direction, and compliance oversight to the 78 Medicare fiscal intermediaries and carriers. In addition, he had a key role in planning, implementing, and evaluating managed care initiatives, research and development grants, and Operation Restore Trust, among others. Mr. Butler also had responsibility for the surveillance of the quality of care provided to Medicare and Medicaid beneficiaries. He served as a Navy pilot prior to civilian service.

Mr. Butler holds an MBA from Loyola College and a BS degree from Boston University.
