Mr. Bassett is a leading national expert on corporate compliance programs. He has more than ten years of experience in assisting dozens of health care organizations in the development, implementation, operation and assessment of compliance programs. His areas of compliance program expertise include: board-level oversight of compliance programs, executive-level management of compliance programs including compliance officer mentoring, policy and procedure development, hotline operations, education and training, issue identification/resolution, risk assessment, conducting internal investigations, and compliance program effectiveness assessments. He is the lead SM consultant for the development of SM's methodology for measuring the effectiveness of corporate compliance programs, and for managing and conducting compliance program evaluations.
Mr. Bassett works closely with SM CEO Richard P. Kusserow to assist hospital clients in conducting risk assessments and remediation activities regarding physician arrangements and fair market value determinations. These reviews are often conducted under direction of counsel and include reviewing arrangements for compliance with the Anti-Kickback Statute and Stark Laws.
He uses his strong government investigative background (see below) to assist clients in conducting a wide variety of corporate internal inquiries and investigations. Mr. Bassett is frequently called upon to provide seminars and educational programs to assist audit, compliance and human resources professionals in resolving compliance issues and problems, including how to respond to government investigations/inquiries, and how to conduct internal compliance inquiries and investigations.
PREVIOUS WORK
Prior to joining Strategic Management, Mr. Bassett worked for a large investigative consulting firm where he supervised and conducted internal inquiries and investigations for some of the largest corporations in the Nation.
Mr. Bassett’s extensive government and regulatory experience has equipped him to assist organizations in many facets of regulatory compliance and responding to the government. He served over 20 years as a special agent with the Federal Bureau of Investigation (FBI) in a variety of field and executive assignments at FBI Headquarters. His areas of expertise include "White Collar" and government program fraud. His management experience included service as the FBI's liaison to four Congressional oversight committees, service on the staff of the Director of the FBI, and service as the FBI Liaison to the Counsel/Deputy Counsel to the President and White House Office of Personnel Security.
He served as Deputy Inspector General for the U.S. Department of Labor (DOL) where he was responsible for a staff of 500 auditors and investigators that provided oversight and enforcement of all DOL programs, including ERISA, OSHA, labor health benefit plans, and the federal workers' compensation program. He also managed the legal activities for the OIG DOL and coordinated projects with the President's Council on Efficiency and Integrity. Prior to that he was the Assistant Inspector General for Investigations.
